abstract: since the beginning of the 80ies austria also faces deteriorating labor market prospects, which affected substantially the youth labor market. this fact made it necessary to establish special youth labor market programs and to increase thevolume of the already existing vocational training measures of the labor market authorities. the following paper is analysing the realization conditions of these labor market improvement measures from a theoretical point of view, and tries to point out their function within the labor market dynamics. the main point of this work consists in the following of an analysis of the efficiency of the vocational training measures of the training year 1978/79. the main question on which we concentrate isto which degree it is possible with these measures to integrate teenagers and young workers into stable careers.;
