Abstract

Abstract: Profiles of professionals in vocational training systems are analysed as they relate to the mechanisms of control and co-ordination, based on theories of "neo-institutionalism" in organization theory. Vocational training is seen as a complex field in which different types of actors have to be co-ordinated both on individual and organizational levels. The focus lies on the analysis of alternative mechanisms of co-ordination and control beyond the traditional dichotomy between the market and bureaucracy. Conclusions concern the development of proper coordination mechanisms: the shaping of mechanisms of co-ordination should be based on the identification of fractures and shortages inherent in existing structures; strategies of co-ordination and control should be based on the competence and co-operation of "VET professionals", teachers and trainers being core professionals; new forms of division of labour among these professional groups, and adequate structures of professional development are important elements of innovative co-ordination policy.;
