Abstract
Abstract: In Austria the period from the mid of the 1980s to the beginning of the 1990s was characterised by low unemployment among young people between the ages of 15 to 18. But since 1994 the rise in unemployment among this group is dramatically. Because of this exacerbating situation especially young people having been failing already within the education system are confronted with increasing labour market barriers. The paper deals with employment schemes and political measures for disadvantaged youth, especially for "school-failures". It is argued, that the Austrian policy mix counteracting youth unemployment proved to be a suitable instrument to prevent unemployment among young people as well as among the disadvantaged youth during the period of relatively low youth unemployment till 1994. But with respect to the crucial increase in unemployment among ages of 15 to 18 since 1994 the Austrian system seems to be overtaxed and broad reforms within the school system on the one hand and the apprenticeship system on the other hand are required.;
